The Challenge

Navigating the Quantum Security Frontier

As quantum computing moves from theory to reality, enterprise security leaders face a defining challenge: protecting data and infrastructure from quantum-enabled threats. Though large-scale quantum computers are not yet operational, the risk to current public-key cryptography is widely acknowledged, driving the need for early planning and structured transition strategies.

The US National Institute of Standards and Technology (NIST) has issued recommendations on safeguarding against quantum threats, including algorithms safe for Post-Quantum Cryptography (PQC). Singapore’s IMDA & CSA have likewise published a handbook to guide organizations, and the issue has even reached parliament.

Beyond PQC, Quantum Key Distribution (QKD) is emerging as a complementary method for provably secure key exchange. Pilot networks in Asia and Europe highlight its potential for finance and government, while raising questions of interoperability, scalability, and integration with enterprise infrastructure — issues CIOs and CISOs must evaluate alongside PQC migration.

This pioneering end-user focused conference in Singapore brings together quantum security experts, policymakers, and strategists to explore the urgent transition to quantum-era security. Tailored for CIOs, CISOs, and senior IT executives, the program covers PQC, QKD, how quantum algorithms threaten RSA and ECC, the “harvest now, decrypt later” risk, and NIST’s global standardisation process.

The event clarifies what actions are necessary now, what can be deferred, and how organizations can structure a risk-based transition to quantum-resilient security. Attendees will gain insights into the evolving threat landscape, PQC timelines, ecosystem maturity, QKD developments, and operational implications of migration. Sessions will address cryptographic inventory, risk assessment, migration planning, governance, compliance, and vendor ecosystems.

Opening Keynote

The Quantum Technology Revolution and the Quantum-Safe Imperative

The opening keynote will provide an overview of quantum technologies (computing, sensing, communication, and others) for enterprise technology leaders. It will delve into the relevance of quantum technologies to enterprises and governments, and detail the implications of the arrival of quantum computing on current security paradigms — what is likely to break, why, roughly when, and which aspects of classical enterprise architecture and approaches it is likely to disrupt. Finally, it will explain what enterprises need to do to prepare for the quantum revolution, along with global developments in the sector, including accelerating timelines towards Q-Day.

The Quantum Countdown: Why Crypto Agility Is Now a Boardroom Strategy

The quantum threat is moving post-quantum cryptography from a technical modernisation initiative into a board-level risk management issue. While “Harvest Now, Decrypt Later” increases urgency around long-lived sensitive data, the broader challenge is how organisations modernise cryptographic trust across applications, identities, infrastructure, cloud services, supply chains, and operational technology without disrupting business operations.

This session will explore why PQC migration should not be treated as a one-time algorithm replacement exercise. Instead, security leaders need a crypto-agility operating model built on visibility, risk-based prioritisation, controlled transition, policy enforcement, and evidence. The discussion will provide practical guidance on how CIOs and CISOs can begin assessing exposure, engaging vendors, planning hybrid migration, and reporting readiness to executive stakeholders.

Panel Discussion

Assessing Enterprise Exposure to Quantum Risk

How can organisations begin assessing their exposure to quantum-related cybersecurity risks, and what does practical quantum readiness looks like at the enterprise level? This panel will examine where public-key cryptography is deeply embedded across enterprise environments and why building a reliable cryptographic inventory remains a major challenge. Panelists will also discuss how data classification and long-term confidentiality requirements shape migration priorities, particularly in the context of the “harvest now, decrypt later” threat. A key theme will be the role of crypto-agility as a foundational capability for managing uncertainty and enabling a smooth transition to quantum-safe security architectures.

Architecting Singapore's National Quantum-Safe Network

This presentation provides an overview of the National Quantum-Safe Network (NQSN) Testbed: a resilient, interoperable network designed to advance the deployment of quantum-safe technologies. Built on production-grade fibre infrastructure with a star-mesh topology, the testbed supports multiple quantum key distribution (QKD) protocols, post-quantum cryptography (PQC), and applications from diverse vendors. A centralised key and network management system enables seamless integration across these heterogeneous technologies. The presentation will showcase reference applications, including secure data-centre interconnects, edge computing, hybrid QKD–PQC encryption, and multi-layer integration across the OSI stack. It will also highlight recent NQSN standardisation initiatives in Singapore and internationally. Together, these developments demonstrate the feasibility, interoperability, and adaptability of quantum-safe technologies in complex, multi-vendor network environments.

Operational Considerations in Post-Quantum Implementation

As organizations begin preparing for the transition to post-quantum cryptography, the challenge is shifting from standards and theory to practical deployment. This keynote explores the operational realities of implementing PQC in enterprise environments, including the performance trade-offs of new algorithms, integration with existing infrastructure, and the implications for key management and cryptographic lifecycles. It will also address interoperability across systems and vendors, as well as strategies for testing, pilot programs, and staged rollouts.

Quantum Key Distribution: Physics as Security

QKD represents a fundamentally different approach to securing communications, using the principles of quantum mechanics to guarantee the secrecy of cryptographic keys. This keynote will explore how QKD works, why it is considered “provably secure,” and what its current limitations are in terms of scalability and deployment. Attendees will gain a clear understanding of how QKD fits into the broader quantum security landscape, and where it may offer unique advantages for high-value sectors such as finance, defense, and government.

Panel Discussion

Governance, Risk, and Regulatory Implications of Quantum-Safe Security

As organizations prepare for the transition to post-quantum security, the implications extend well beyond technical implementation. Panelists from industry, government, and the vendor ecosystem will discuss the evolving regulatory landscape, how CISOs and security leaders should report quantum-related risks to boards and risk committees, and the potential impact on cyber insurance and incident response planning. The discussion will also explore how organizations can measure and demonstrate progress in their PQC readiness and prepare for QKD deployments (along with hybrid approaches that combine the two), helping frame the quantum transition as a strategic enterprise risk management challenge rather than solely a technology upgrade. The goal: high-assurance, long-term security.

Building a PQC Migration Roadmap

As awareness of the quantum threat grows, many organizations are asking the same question: how do we move from understanding the risk to actually preparing for it? This panel will outline a practical roadmap for beginning the transition to post-quantum cryptography. It will explore how organizations can prioritize systems for migration, adopt hybrid cryptographic approaches during the transition period, and design architectures that support long-term crypto-agility. The session will also address budgeting and multi-year planning, as well as how to engage vendors and incorporate PQC requirements into procurement processes. Attendees will leave with concrete steps their organizations can begin taking within the next 12–24 months.
